Manpower is planned by activity or by activity group for each contract or program, for each applicable activity, then totaled for a yearly planning cycle. A staffing method (equal distribution, pro- rating, or engineering judgment) is selected to distribute manpower needs over the calendar year by estimating monthly requirements for permanent and seasonal personnel, as well as for overtime. Skill level guidelines are also discussed. A budget is developed to plan for the costs of construction management. Formulas are given for computations. Simple scheduling procedures are advocated.
