Two types of standard planning values are used to uniformly quantify work: those for individual activities and those for activity groups. The development of each type of planning value is shown, including the use of modifier values for work under traffic, in urban areas, or in mountainous terrain. Use of dollar conversion to contract units is also described for estimating staffing requirements.
