The service life of signs and loss of night reflectivity are discussed, as well as liability exposure resulting from missing or poorly maintained traffic signs. The basic elements of a sign management program are outlined: inventory, condition and conformance evaluation, and scheduled replacement. Possibilities for flexible implementation of a sign management program are presented through case studies, and contracting out is suggested as one alternative.
